Job Description:Summary: The Director of Information Technology
is responsible for the overall planning, organizing, and execution
of all IT functions. The IT Director ensures that the IT department
is able to meet PHC's current information technology needs and, in
partnership with the Chief Information Officer, plan for the
organization's continued improvement in the use and application of
information technology.Areas of Responsibility:Develop, Implement
and Manage ITServices:
- Implement and evaluate ITstandards across all sites and
services to assure efficiency and effectiveness of service delivery
methods, including key quality metrics
- Work proactively with management and leadership to identify and
respond to shifts in service demand and supply
- Ensure business goals, revenue and productivity objectives are
met in a respectful, forward thinking and motivational style
- Utilize management information tools to analyze financial,
business and operations reports to identify and address trends and
performance issues
- Oversee the financialaspects of the department and ensures that
operationsare aligned with the budget. Approves allbusiness
requirements priorto the technical solution
- Create and maintain strategic operationalinitiatives that
promote yearoveryeargrowth
- Develop strategicand operationalplans, manages execution, and
measures results
- Assist the organization in achieving optimal utilization of IT
Systems, including the Electronic Medical Records and Phone
System
- Ensure optimal purchasing, inventory, and equipment management
systems and processes are in place to support operations
- Represent the organization's IToperations on various internal
and externalcommittees.
- Project Management
- Create and monitor implementation plans to ensure the effective
execution of the ITdepartment's initiatives to achieve both
operational excellence and positive business results
- Application and hardware management
- Participate on all hardware and software evaluations and
maintains vendorcontracts
- Ensure the consistency and maintainability of existing
applications by creating, maintaining, and enforcing
standards/procedures for implementing technicalsolutions
- Ensure satisfactory employee experience
- Analyze complex business needs presented by the usercommunity
and/orclients and recommends and/orimplements
technicalsolutions
- Perform liaison duties between users, operations, and
programming personnel in the areas of systems design, modifications
ortrouble shooting
- Lead the IT team in delivering exceptionalcustomerexperiences
in all practicesLeadership / Management:
- Manage IT department with the integrity, honesty and knowledge
needed to promote the culture, values and mission of Petaluma
Health Center
- Manage IT staff, recruiting, training, and ensuring high
employee engagement, and accurate timekeeping and reporting,
- Identify problems, concerns, and opportunities for staff
improvement and helps supervisors develop theirskills
- Provide training and development to ensure that all staff
members demonstrate knowledge of PHC's business model, job
competency expectations and operating procedures and protocols
- Perform staff competency evaluations
- Ensure all staff have personalprofessionaldevelopment plans,
and assists staff in developing their
personalprofessionalgoals.Quality Improvement/ Risk Management and
Compliance:
- Ensure robust Quality Improvement and Performance Improvement
departmentalprogram, establishing goals and PDSA cycles within the
IT department to continually improve services
- Partnerwith stakeholders to analyze and make data-driven
recommendations forprocess improvement
- Implement systems that minimize and mitigate risks to the
organization.
- Ensures adherence to all legal, regulatory and accreditation
requirements
- Designs and performs appropriate and timely department
auditsSecurity & Emergency Management:
- Manage system technology to support information security and
privacy requirements
- Maintain the confidentiality, integrity, and availability of
data as the security and privacy integrate
- Develop and maintain security and privacy policies and
procedures including management of security risk assessments, the
program budget, security complaints and incident activity, and
enforcement
- Provide workforce security and privacy training and
awareness
- Provide externalcompliance assurances and security survey
activity
- Develop business continuity planning
- Develop, implement, and maintain the organization's protected
health information privacy and security policies, procedures and
guidelines in compliance with federaland state laws and
accreditation standards, and in coordination with organization
leadership, the privacy and HIPAA compliance oversight structure,
and legal counsel
- Cooperate with the Office for Civil Rights and
otherinvestigative agencies in coordination with organization
officers in responding to external investigationsSupervisory
Responsibilities:
- All IT support staff, including supervisors and
technicians.Required Experience:Qualifications: To perform this job
successfully, an individual must be able to perform each essential
duty satisfactorily. The requirements listed below are

required.Education/Experience:
- Bachelor's degree with a technical major, such as engineering
orcomputerscience or equivalent; or fourto ten years related
experience and/ortraining; or equivalent combination of education
and experience.
- Advanced degree with atechnical major, such as engineering
orcomputerscience, preferred
- Minimum 4 years of supervisory experience
- Systems Administration/System Engineerwork experience,
certification in Microsoft (Active Directory, Exchange, MS
SQLServer), VMWare, Cisco, and AWS, as well as otherhealthcare
specific systems preferred
- Demonstrated experience with standard software applications,
including MS Office, Windows
- Cisco Networking, certification in these areas a plusDesired
Skills:
- Sensitivity to the needs and situations of a multi-cultural

- Ability to forecast and analyze business trends in order to
maximize performance and profitability
- Knowledge of current trends in electronicmedical records
(EMR)
- Database management skills with ability to produce reports,
